Isn't this exactly what osFree is duing today ?
Although they do not speak a lot on this list, looking at
http://www.osfree.org
seems they have started the microkernel approch.

I'm mostly lurking.... but
another alternative have been started in Russia - creating a clone
of the current OS/2 SMP kernel.
The loader have already been done (on hobbes), and they say first
public beta of kernel should be ready in september.
I have never been a member of freeOS list - so I have no idea,
if that is alive, and for what purpose.
